Roger,

In the UK, we can buy software which will run the calculations you mention.

It is published by the UK Admiralty Hydrographic Office, and is called
the Simple Harmonic Method of Tidal Prediction, (NP197a)

It costs about 20 GBP, and is available through HMSO (Her Majesty's Stationary
Office) shops in the UK.

It is good for giving the tidal curve for any port in the world, providing
you have the Admiralty's table of constants for that port.
It is no good for predicting slack offshore.  For this, you have to 
resort to traditional methods of Stream Atlas and reference to a Standard Port.
