It is simply a bicycle tube wound abound the neck of the bottle - no big
deal. Use more helium and obviate the need.

That should be in National Geographic right next to the pictures of the
people eating each other , or in Mad Magazine. I guess the true test of big
time-ism over there is a combination of how deep you can go and how
dangerously you can do it.

Josef,

European cave divers also use this buoyancy control
for their heavy (20LT) stages. There are a few pics
from the site that has very good pictures from the
exciting dive at  lake Divje jezero in Slovenia. Look
at http://www.ipak.org/gigi/index.html What you want
is at the second page of picture 48.
I have used this device during the Bouiagmeni
expedition in Greecee arlier this year when we were
supporting and carrying the trimix stages. They work
great and are easy to use.
For heavy deco bottles they just use rigid pieces of
light wood or apropriate plastic. You can have a look
at pics from bouliagmeni at

The pics are there , I just need to create the link,
so try in a few hours.
