From the Virginia Beach Tech newsgroup:
The boat was moored 2 miles up the Monkey River due to the hurricane.
There were many other boats there including the Agressor boat with
Richmond divers on board also.  An 18 foot surge came up the river, and
the only boat affected was the Peter Hughes boat.  Reports are that it
was on the south side of the island because the hurricane was going
north, it then turned south.  The only 2 still missing at this time are
an instructor from The Dive Shop in Richmond, and his wife.  Please keep
all the families in your prayers during this devastating time

To answer Barbara's question- actually this kind of idiocy goes on frequently. 
If you look at the whole story, Dancer was one of several boats tied up
together.  Also, 
there was a Barefoot Cruises boat lost in the same area with the entire crew
(no passengers) just 2 years ago trying to outrun a hurricane instead of tying
up and 
getting the hell off the boat.  You would think that people who live on the sea
would understand the lunacy of anchoring a 120 foot aluminum boat in 12 feet of
water 
during a hurricane!
