As I understand it, they were about the first to dive at this spot. The boat was not yet tied in, and in a current. One of them was taking the task of tying in, the other entered the water with a handicap ( being unfit, carrying fish collecting stuff. What _nonsense_ ! If anything, he should have grouped with someone entereing the water after it was clear that it( ship/buoy was tied in. A current line might have helped , then.
