The body count doesn't justify any other conclusion. Diving is NOT a dangerous sport at the bottom rungs, and you can get as much information as you want/need at the technical levels. You also don't find ten year olds. I wouldn't expect anyone is certifying 10 year olds without parental consent on a waiver somewhere. Most parents are pretty picky.
