Might as well give carte blanche to Pakistan and India to fire away. And for those of you who said that Afghanistan is sheltering bin Laden, don't you realize that Afghanistan is embroiled in a civil war? Only the fundamentalist Taliban faction is sheltering bin Laden, the other factions would like his head on a platter. The things that I would do are: (1) Cut off all monies and supplies going to the Taliban group in Afghanistan, this would include monies from our "good friends" the Saudis; (2) lean HARD on China to stop supplying these guys with arms; (3) try to get bin Laden handed over to either the U.S., NATO or some "neutral" third party for trial. There's a chance that the other leaders of the Taliban don't share bin Laden's obsession with the U.S.; (4) While working on item 3, assess the feasibility of a surgical search and destroy mission against bin Laden; (5) perform air strikes against all known terrorist training grounds/base camps in the Mideast (would temporarily set them back and make U.S. citizens "feel safer"); (6) work harder to enforce some sort of lasting peace in Israel. Are any of the above guaranteed to work and make you safe? No, life is risky, but I'll not live in a police state where the only thing I have to fear is my own government.
