I went down to my local scrap metal dealer and asked for a piece of 4 inch stainless steel channel. They didn't have that, but did have 5 inch aluminum channel and a four foot piece cost me something like three bucks. It might have been less. I cut off a 13 inch piece, drilled two 5/16 inch holes 11 inches on center, cut a notch in the back of it to take a cam band, and shaved the legs down about a half inch with a 7-1/4 inch circular saw blade. The cuts were made with your basic radial arm saw and contractor grade carbide blades. I redefined the term "mess" in this process. There was an incredible amount of shavings. The holes were drilled with a handheld electric drill. I must have checked the marks for the holes four times as this is the only critical portion of the assembly. I initially loaded the STA with lead for drysuit diving, but I couldn't get enough lead in it. I pulled the lead from that one (it's now my wetsuit STA) and will make another STA the full height of the plate and won't shave the legs so I can get more lead in it for diving dry with a single.
