Obviously the pack of c-cards you can carry around is
not important, but my point was more to do with the
official agencies.  I was alluding to the fact that
GUE has published and detailed what they do in terms
of rigging, procedures, etc.  There are alot of divers
who have figured things out for themselves and are
teaching others.  In terms of a set of standards that
deals with a broad range of issues, nothing like it
exists anywhere else.  It is not all encompassing, but
it comes close.  So, if the question is, what agency
should one look to for training, the answer is GUE. 
However, if the question is "with whom should I
train?", the answer is more complicated, as you point
out.

The main purpose of C-cards is to get you into places,
on boats, gets your tanks filled with mix, etc.  Not
having the right one can be a real PIA sometimes.  I
was having some dry suit problems, and had an upcoming
trip, so I figured, hell, its just for a weekend, I'll
rent a DUI and sort it out when I get back.  Wrongo-
somehow I never got a "dry suit diver" c-card and the
shop where I had my suit made didn't have one to rent
on short notice.  As the PADI shop owner explained it
to me, without a c-card, is something happened whilst
wearing a suit he had rented me, his liability
insurance might not cover him. 
I really have no arguement with you on the points you
make, its just that we were looking at this issue from
slightly different angles.
