I would like to see a real "journal", or at least a magazine with part
of it being a journal format (more like "IEEE Transactions on whatever"
than "Wired")... I want more scientific articles.

Would it be a good idea to have different people submit articles, then
have them refereed by a panel of editorial / scientific advisors?
I don't think that such a journal exists, not even the old AquaCorps.
