no matter where, when, or to whom you leave your buddy.

Your buddY's place is right next to you, in the dive, in an emergency ,
in the 911 car, in the hospital. 
Not only to guaranty transfer of data, to help reconvalescent measures,
but as well, and sometimes more important, to  guaranty the compliance
to standard treatment procedures.

That means, as a competent buddy, you have to know the problems of the
dive, the possible outcome of problems, the emergency procedures, and !
the way of dealing with non compliant rescue staff, be it a call to your
attorney, or brute force ( imagine your buddy held in an ICU, when he
needs HBO treatment.
