Oh, I see where you are coming from. This is a terminology thing. You mean an SMB so that the boat can see you, not a lift bag so that they can do a hang under. The students aren't wearing a timex or carrying an SMB simply cause the instructor hasn't taught them properly and then hadn't followed through with his own rules. An instructor makes the call on whether someone dives or doesn't dive. The instructor *could* say no diving until you have the minimum essential equipment.
