Dear senior technical divers,

I would like to propose the following:

(i)  Creation of a web site for material (i.e. articles or "white
papers")  on  the  different  (conceptual,  mental  and physical)
aspects  of  diving,  gear,  safety, conditioning, "gas science",
etc.;

(ii)  Peer-review/correction  of the material (before publication
in the web) by referees (senior technical divers);

(iii)  Formalization  of  the  DIR  framework  through a group of
volunteers  supervised  by  senior technical divers. I am aware a
DIR manual was underway. However, I believe it would be necessary
to make the basic information available on the web and in several
languages.

The ordered and systematic difussion of such information would be
of great value.
