This sign followed by a pointing to the SPG should make the meaning idiot-crystal-clear. FLAME PROTECTION ON: Even though,The NSS-CDS UW-Communication manual says,that the "spinning finger" means "Lets turn around in that specific passage and NOT end of the dive;return to the exit" .I think, it was somewhere on page 24. End of the dive - return to exit should be indicated by a feast with thumb up,but in a relaxed fashion. Feast with thumb up showed in a hectic motion or showed several times means Shit is about to hit the fan - lets exit NOW and quick.
