There also ought to be a law about selling gear to students .... that's s-t-u-d-e-n-t-s. ie BEFORE they pass their OW. How many times have we seen a fresh faced student sold $3-4k worth of gear before (or during) the OW course. This creates a very ugly dynamic for the instructor (usually working for the shop owner) if the student is hopeless. It happened to my buddy last week. He's a DM on an OW course and has to TOW! the grossly overweight student back to the boat because she's completely exhausted, no buoyancy control so bad he has to hold her down, she's nearly having a coronary from the exertion ... but she has been sold a brand new shiny "Hamburger with the Lot" for the course.
