Ian,
you got it.
We do not teach children to dive if we feel there is a pressure in this
respect from their parents. In any case, we mostly even do not allow
parents to be around. Everything must be the childs free will, and it
must have the mental capacity. If it does not, teaching swimming
with/out fins, freediving, may help develop mental capacities in respect
of coordination, responsability, commitment.
