I dive wet but I don't have any problem donning and doffing my harness in
the water (infact I almost never gear up on a boat, certainly not a zodiac,
too cramped, no time, etc).  As Matthias said the crotch strap stabilises
the whole set.  Keep the shoulder straps loose, once you do up the waist
strap everything is secure.  Check out how I position the BP, etc if it
helps (although as I said I dive wet)...
