It's hard to believe this guy told you that.  I know a little bit
about physics and can tell you without question that he's totally
wrong.  Water will conduct heat away from your tanks *much* faster
than air (assuming the water is cooler than the tanks, of course).
Even without the physics to back this up, it's intuitively true as
anyone can tell you who's spent time shivering in water who in air
at the same temperature would be perfectly comfortable.
