This is only sort of true...at least for me and many others I talked to. After a quick descent to depth on air, I usually find I have about 30 seconds to a minute of relatively little narcosis, then the narcosis builds over a minute or two and plateaus at a certain level. On ascent from a deep dive, residual effects of narcosis can linger for minutes or even hours (sometimes days if the exposure was very extreme). I'm not sure what, if anything, this has to do with the issue of lipid solubility, but this business of narcosis going away on ascent like turning off a light switch is pretty-much nonsense.
