Interesting "vein" of conversation, but I would like to be
the first to point out that a "responsible" diver will 
show proper respect to an archealogical site (whether it
is by leaving it alone or taking pieces and seeing to it t
that all is well documented...), and an "irresponsible"
diver is going to take no matter what the law says...

So, what's the point?  Remember...
