There is no edict as to any colour, other than common sense, a commodity
lacking abundance in the diving world.  Now, here is a Shimellian rule for
you: things that need to be seen need to be seen, whereas things that do not
need to be seen do not need to be seen!  In fact, too much colour and
brightness can be distracting to the eye, this is especially true in
environments were there is little or no ambient light, e.g. a cave where
white can glare back at you.  Black is very good and practical when you do
not want things to be seen!

Think about it, what actually do we need to be able to see?  If the light is
poor, we carry a light, so you can locate your buddy by his light.  White
back gas cylinders are also useful to locate your buddy.  Things that are
removed from ourselves, e.g. stages, lift bags, etc need to be seen.  I can't
think of anything else, that *needs* to be seen.  Perhaps someone else can?

DIR-divers:  could  any  one,  please, explain whu DIR has chosen
"technical black" as it's colour ?

Arent there better colours than black concerning safety ?
