If you can get the 232bar tanks in Sweden, go for a pair of those as they have much better buoyancy characteristics than the 200bar. I don't know what kind of diving you do, but 2x12(.5) should get you a long way. I have recently used those and two 7l stages on a 100m dive/10min without violating the rule of thirds. I use this set for everything from shallow nitrox dives, to deep trimix. If I need more gas, I add a stage. Personally I find the 65lb Halcyon to be fine. Diving in open water, high waves with stages, canister light etc, I like to be floated a little higher in the water than what the 55lb will do. A friend of mine dives 2x12 and a 45lb Halcyon, he claims it's pretty inflated at bottom (85m), even with alu-stages, but still it's no big deal.
