Yeah right, I guess since it is attached to valves , you open and close  it 
to inflate the Buoyancy control device, get real.
The slobwinder is a flexible  extension of the knob on the valve that you 
say you cannot reach. In the case of "Danny's" rig, he has a pony bottle on 
the back of his doubles (Wrong) with this slobwinder attached to the valve 
in case he forgets to open it or the second stage free flows, very poor 
idea and should not be copied.
