No CaptnDale, I probably wouldn't leave the mooring if I had divers in the water, and I would explain that to the other boat wanting to tie up. On the other hand I am not a charter captain, like you, and you would know the rules of the road better than me. As for firing a flare at another boat, sounds like a bad case of road rage to me, and if the sheriff or Coast Guard got involved, would hope that citation(s) were issued to the offender(s).
