I think what he means is doing his 10 ft stop at 20 ft when breathing 100% O2 since this effectively gives the same gradient for inert gas removal whilst keeping the ambient pressure higher and therefore the propensity to form bubbles lower. If air is breathed, the partial pressure gradient of inert gas at 20 ft will be lower than at 10 ft and therefore outgassing will be slower. That's the theory, anyway.
