I believe that is a reference to the number of guys out there claiming to be
SEALs without going anywhere near the program.

There are more phony SEALs running around than real SEALs.

The SEALs I worked with were invariably in-shape professionals and while there
were some I wouldn't send to Congress for me, I could work with any of them.
