My backup DUI crushed neoprene suit is looking like it needs a new latex
neck seal.  Two questions for you:

1.	What glue would you recommend?
	 
2.	The old seal is well glued to the neoprene.  Should I fully remove
the old seal and stick the new neck seal to the crushed neoprene directly or
should I simply cut off the old seal flush and stick the new seal on top of
the existing latex. 

Sorry if this is a bit of a scuby doo question but I trust the answers from
this forum more than elsewhere.
