Correct, suit keeps you dry, undergarment keeps you warm. That is why we can use dry suits in warmer water too, still a mystery to a lot of people. For staying warm, the answer is undergarments not more air in the suit. More air is just more cold air around you. What keeps you warm is the undergarments.
