Try loosening the shoulder straps some, and taking up any slack with the crotch strap. It took me awhile to get mine adjusted how I like it, I had to loosen the shoulder straps to the point where, on land, it felt like the tank was leaning away from me. I've been told, and can confirm from _my_ example, that most people who set up backplates have the shoulder straps too tight at first.
