Here in Massachusetts the club to which I belong conducts an ice dive in one of 
the Quincy quarries each year.  Before I moved to Massachusetts I lived in
Troy, 
New York and made many ice dives in the local lakes.  My experience has been
that 
when the air temperature is below freezing, breathing through almost any 
regulator before becoming completely submerged is an almost certain way of
making 
it ice up and free flow.  When the air is below 20 deg F, a regulator is good
for 
a single submersion and then must be thawed and completely dried before it can
be 
used again.
