Steve, While I can't speak for Australia, I can speak for what might be construed as common sense. If you are having problems getting O2 at high enough pressures to give you the volumes needed to meet you decompression needs, then why not switch to a larger volume, lower pressure cylinder. This of course would allow you to have more O2 at pressures you can achieve (by cascade) and eradicate having to resort to using a gas that is less than optimal. The reference to buoyancy control is referring to one of the old arguments in favour of 80/20. You could find that if you search the archives for "A Baker's Dozen" about 80/20. Oxygen here also comes at 180 bar.
