Steve There are several different buckles used depending on the fin. I use Voit-Swimaster Mark Xs for wetsuit boots and Turtle Fins for my drysuit. The Mark Xs had a buckle formed out of bent aluminum wire about 3/16" thick. On those, I straightened the wire somewhat and cut off the cross bar and used the wire to hold on the blocks. On the Turtle Fins and IDI Power Fins the buckle is staked on and you have to cut it off. I think Jet Fins are the same. However, if you decide you don't like them and want to go back to rubber straps, Global sells replacement buckles for a couple of bucks. Also if you are not sure you will like them, leave the metal buckle on and tie the spring to it with cave line - my son's are still like that and they work well - looks ugly but it will let you decide if you like them.
