Bennett & Elliot has a discussion of the Meyer-Overton hypothesis.
Applying it to O2 gives you a narc pot. of ~2.
For the metabolically inert components of the breathing gas (N2, He)
inspired pp approximates to nerve junction pps.
The important factor to remember wrt O2 is that it gets metabolised,
so the nerve junction ppO2 will never be as high as the inspired O2.
Arterial ppO2 is nothing like linear with inspired ppO2, just to complicate
matters further.

Assigning O2 a narc pot. of 1 makes the calculations simple
(drop the whole concept of equivalent nitrogen depth, and use equivalent
air depths). Alternatively, I believe GMIII considers O2 more narcotic than
N2 - which is consistent with the MO hyp & high(ish) ppO2s.
