NO - extremely dangerous. The tiny chance that you need to islolate is no match for the chance of a mixing screwup. Don't do it. Besides, it would take about 25 minutes to drain your tanks on a freeflow with broken knob or freezeup, and the few extra seconds it would take to make another turn on the knob is not exactly the risk here.
