I wear XL scubapro jetfins over my rockboots on every dive. It's a bit of a wrestle to get them on, but if I went to spring straps or sprayed the inside of the fins with silicone (as I've seen some other jetfin/rockboot wearing divers do), it'd probably be easier. I'm lazy, so I just prefer to wrestle. As for the ankle weights, following your logic, I must be a bad diver and a padi open water instructor. I can't speak for the bad diver part, but I'm definitely not an instructor...
