Because they want to make more money AND sell you Bungee wings.  How the
else could you be stupid enough to by bungees unless you are narc'd out of
your mind!  I've even heard that Tom Mount is devising an U/W Credit Card
machine so you can dive AND bill your student at the same time!  Brett
Gilliam tried to make the U/W credit card machine, but his belly got in the
way, and his left independent tank ran dry so he had to do an ESA, alone
since he a advocate of solo charging...
