The PN2 of air reaches 1.4 at 25fsw.

I think the WKPP preference is for a PN2 of 0 (zero) where possible,
but never more than 100fsw air equivalent.  That means you mix for
a max PN2 of no more than 3.2 (equivalent to 100fsw on air), not 1.4.
