Likely on thick cylinders flat-bottomed cylinder boots add a fair amount of drag. I know that a flat bottom makes cylinders easier to stack and move (long ago I worked in a factory's stores for a while, and we found that (with blowtorch-sized cylinders) round-bottomed cylinders were troublesome to stand and move, and we called them "round-arsed 'uns").
