It would be interesting to know the true rate. Don't confuse this with the number of accidents -- rate is frequency or number of accidents per total number of dives. While we certainly want to make this sport as safe as possible we shouldn't help the authorities single out diving as a needless activity of high risk. Society abounds with far more stupid risks -- people smoke, they commit suicide with a knife and a fork, they perform lively stunts on the highways etc. All these common risk factor tend to be excused and accepted. What most people do is always perceived as being OK even though the cost and grieves of all these less exciting risks are much higher. Keep this in mind!
