When your buoyancy is neutral, taking a breath will make you slightly positive, and exhaling will make you slightly negative. Your rate of ascent should be slow enough that you can easily stay horizontal and control your depth using your lungs like a fish uses it's air-bladder. Also, in the horizontal position, it's easy to dump air from your wings using the rear dump valve as you ascend and your buoyancy increases.
