This is probably right if you don't practise it often enough. In my diving 
experience (I haven't 100 dives though) during recovery work and searching 
in fresh water (sometimes poor vis.) with the fire brigade, line signals
did an excellent job. Similar to a previous poster (I'll use his vocabulary),
we were training it regularly and could establish real 'conversations'
with the surface party. We used the following system:

1 bell	-	I've got problems or Surface imediately
2 bells	-	to the right
3 bells	-	I found something
4 bells	-	to the left
5 bells	-	everything is ok.
(the messgaes for 2 to 4 bells can be fixed for other signels).

The signals must be repeated by the receiver.
