Our limited use of line signals has worked reasonably well.  Problems occur
when:

1) the surface conditions are particularly rough.
2) the person on the boat is not paying attention to the line
3) the person on the boat is paying attention, but is a complete bonehead
4) standards of communication have not been established beforehand
