Sean,

I have to disagree with you on this point.  Government regulation in
diving will never happen to the diving industry.  I have been hearing
this fear for 15 years now and it will not come true.  The government
learned one thing forty or so years ago that everyone else in the
diving industry has never learned.  There is no money to be made in the
diving industry.  Ask anyone making their living in the diving
industry, they will tell you.  How are you going to regulate (ie tax)
something that no one spends any money on.  

Very few people have been able to retire from the scuba industry
comfortably.  Most just do it because they are passionate about scuba. 
We have nothing to worry about with the government regulating our
sport.  They can make a lot more money taxing something else.

I would actually like the government to regulate the diving industry. 
I could get paid for being a scuba cop and earn a government pension to
boot.  Not to mention it would be fun to ticket all my freinds for not
wearing snorkels.
