Thank you to everybody who responded to this thread.  It seems that the
consensus view is that scar tissue does pose an increased DCI risk, but exactly
how much depend on multiple factors such as:

>What is overall blood flow to the formerly injured area?  Is the area
>chronically cold?  Is there poor circulation or a feeling of numbness?  Is
>the color of the area normal, indicating good blood flow?  What kind of use
>of the hand does the individual have?  Is it limited in any way?  Is this
>likely to interfere with safe diving practices or the diver's ability to be a
>good buddy?

It seems that it is extremely difficult to predict the overall effect on an
individual diver, but that it is probably a good idea not to rush into any long,
deep stuff.
