We use an old paper cutter (the big heavy kind without safety guard) I got at a garage sale ($3 bucks) we put a razor edge on it and can make 1.5 inch straight cuts in most innertube all day long. Each cylinder gets three bands. When the gear is washed off the bands get washed too. When they get old and cruddy -- throw them out and put new ones on.
