I use three tie wraps to hold the ends of the bungee cord together. I
never had problems with inner tubes either when I was diving in the Great
Lakes, but when I moved to saltwater the problems began. Also if you get a
little catch on the inner tube band it will readily tear at that point.
I notice that you have not addressed the nylon mesh which I place around
the hose clamp.
