You are comparing weight of the tanks in the air with the lifting capacity
of the wings in water - a favorite error of instructors who have no real
understanding of dive physics, and dive shop people who like to oversell
gear.

Those tanks weight only, maybe 14 to 24lbs, full, IN THE WATER. And much
less empty.Since you aren't going to be using the buoyancy of the wings to
lift the tanks clear out of the water (and how we all wish we could), what
the tanks weight out of the water is completely irrelevant.
