Chief, I doubt there were any IANTD EANx Cave Students who died because
they didn't run a reel in the cave but I'm sure it's part of the
standards. 

If Tom can't get it through his head about proper bottle marking
REGARDLESS if the fatality was related to IANTD or not then he should be
hammered. If he keeps his head in the sand and the blinders on and only
makes standards changes based on IANTD fatalities then where is the
progress that may save lives?

We as "technical divers" (god I hate that term) need to be ADULT enough
to stand up and analyze ALL accidents, regardless of if they were
involved in our group of "friends", or not. If we do not, then we are
dooming ourselves to repeat history.
