Thanks for all the info from members of the list. For those members who have 
Emailed me for best suggestion. In my opinion the best repair would be the 
vinyl pool repair patch and Aquaseal.

 Use a vinyl pool patch kit with aquaseal.  Be sure to cut the patch in a 
circle and clean the patch and the bag with cotol then ruff up the bag and 
the patch then glue with the aquaseal.
