My method uses a short length of 1-inch webbing run through the backplate slot and sewn to the 2-inch webbing. The stitching goes through three layers of webbing, and has proven to be quite durable (but I haven't used a scooter yet). I started out using a metal slide for the front loop, but on the set I made up last month for our Caribbean vacation I used a delrin slide which seem to make for easier adjustment, even with the webbing wet. I use the same stiff 2-inch webbing for the shoulder/waist harness and crotch strap. The sewing is done on my wife's household machine, which isn't really up to going through three layers of heavy webbing, but with a little hand work on the wheel it does the job. Of course I use a heavy duty thread, and the amount I use is surely overkill.
