I don't think the danger is so much that your tanks will explode as it is that
you will have a what many people call a flash off; a small, fast fire (or low
level explosion if you will) that produces carbon monoxide as a combustion
product.  If the fire is small or the filler happens to be away from the tank
during the filling process then this can be easily missed and the diver ends up
with a toxic mixture to breathe.

I have not personally witnessed this occurance, but friends at dive shops have
told me they have seen it happen more than once.
